Bilateral projects
Most of the culture projects completed in the course of the cooperation period can be described as bilateral. The reasons are several; the complexity when there are four parties, long distances, small communities and a lack of resources. The bilateral projects have mainly been based on agreements between two to three counties in two to three countries. An example of this is the agreement and the systematic cooperation between the Karelian Republic and Västerbotten County Municipality. The players have included the county music organisation Botnia Musik, the Umeå International Jazz Festival, the Music College in Petrozavodsk and the Petrozavodsk Jazz Festival. A similar systematic collaboration takes place between Västerbotten County Municipality and Norra Österbotten. One project about to be established on the Russian – Norwegian side, "Arkhangelsk reads about the Barents Region", ensures ICT cooperation between the libraries in Arkhangelsk and Northern Norway.
The bilateral cooperation agreement between Finnmark and Murmansk has also led to particularly extensive exchange and interaction activities. The geographical proximity is also of great importance.
The Culture Committee wants the counties to continue their bilateral activities in the culture area. The experiences and the networks are an important foundation for the multilateral work. Some bilateral projects are also potential multilateral projects, due to cultural/political reasons or in terms of quality.
