In October 2002, the third Ministerial Conference on cultural cooperation in the Barents Region was held in Oulu, Finland. The Ministers took note of an evalutation report on the cultural co-operation and the new action programme for cultural co-operation "Voices in the Barents Region". The Action Programme contains multilateral cultural cultural projects to be implemented over the next few years.
